Oscar Hernandez is an accomplished educational leader with nearly three decades of experience designing, implementing, and leading high-impact educational programs that improve student outcomes while strengthening organizational capacity. Throughout his career, he has built a reputation for developing innovative programs, cultivating leadership teams, and creating professional learning systems that empower educators to excel.
At the heart of Oscar's work is a deeply personal commitment to educational equity. As an English learner who immigrated to the United States at the age of 17, he understands firsthand the challenges students face when learning a new language while adapting to a new culture and educational system. Growing up with limited resources, he developed a lifelong passion for serving students from underserved communities, particularly English learners (ELLs), immigrant students, and children experiencing poverty. His personal journey has shaped his leadership philosophy and continues to drive his commitment to ensuring that every child—regardless of background or circumstance—has access to exceptional educational opportunities and the support needed to succeed.
Most recently, Oscar served as Assistant Superintendent of Educational Services for the Rio School District, where he provided executive leadership for curriculum and instruction, special education, extended learning, technology integration, early childhood education, athletics, assessment, and districtwide staff development. In this role, he led strategic planning efforts, developed and implemented comprehensive instructional initiatives, secured and managed grant-funded programs, and guided continuous improvement through the Local Control and Accountability Plan (LCAP). His leadership helped schools improve academic performance, strengthen instructional practices, and successfully exit state program improvement status.
Oscar's passion for staff development has been a defining element of his career. He has designed and facilitated professional learning for teachers, administrators, and educational leaders, focusing on instructional excellence, collaborative leadership, equity, student engagement, culturally responsive practices, and innovative teaching strategies. His approach emphasizes building leadership capacity, fostering collaboration, and creating systems that support sustainable organizational growth while ensuring every educator is equipped to meet the needs of diverse learners.
As a program developer, Oscar has successfully created and expanded numerous educational initiatives, including extended learning opportunities, Saturday academies, summer enrichment programs, dual immersion programs, parent engagement initiatives, intervention systems, athletic programs, leadership development models, strategic improvement plans, and districtwide professional development systems. His expertise includes strategic planning, program design, implementation, evaluation, grant development, and continuous improvement, ensuring programs are both impactful and sustainable while advancing educational equity.
Prior to his district leadership role, Oscar served as Principal of Hueneme High School, Assistant Principal at both Hueneme High School and Rio Mesa High School, Dean of Student Accountability, and classroom teacher. These diverse leadership experiences provide him with a comprehensive understanding of educational leadership from the classroom to executive administration.
Throughout his career, Oscar has partnered with school districts, universities, community organizations, businesses, and government agencies to develop collaborative programs that expand opportunities for students, educators, and families. He is a respected keynote speaker and presenter who has delivered presentations for the Ventura County Office of Education, California State University Channel Islands, the University of California, Santa Barbara, California Polytechnic State University, San Luis Obispo, Oxnard College, and numerous educational conferences. His presentations have focused on staff development, instructional leadership, educational equity, parent engagement, high-impact educational practices, educational innovation, and organizational improvement.
Oscar earned a Master of Arts in Educational Leadership and Policy Studies and his Administrative Services Credential from California State University, Northridge, where he also completed graduate coursework toward a second Master of Arts degree in History. He later completed the doctoral coursework in Educational Leadership at California Lutheran University, fulfilling all major program requirements. His doctoral dissertation was postponed due to family and health responsibilities, but his advanced studies further strengthened his expertise in organizational leadership, systems improvement, and educational transformation. He also holds a Bachelor of Arts in History and a Multiple Subject Bilingual (B-CLAD) Teaching Credential from California State University, Northridge.
Today, Oscar continues to leverage nearly 30 years of educational leadership experience to help organizations build leadership capacity, develop innovative programs, strengthen professional learning systems, and create sustainable cultures of excellence. Guided by his own journey as an English learner and immigrant, he remains dedicated to creating educational environments where every student feels valued, every educator is empowered, and every community has the opportunity to thrive.
